A score should explain a decision, not hide it.

Each record links to its source and states what remains unresolved. The current beta uses manual research and device-local working notes. Qualification requires independent evidence of control, power and a viable development route.

Suitability

An explained scenario assessment of five factors, issued only when its evidence gates pass.

Evidence confidence

A structured analyst judgement of completeness and source quality, not a probability.

Hard stops

Constraints that cannot be averaged away by stronger factors elsewhere.

Why this is not “just ask a chatbot.”

General-purpose AI can help discover and summarise. It does not, by itself, maintain a permissioned opportunity pipeline, resolve parcels and counterparties, preserve claim-level provenance, monitor changes or apply the same buyer mandate every time.

Structured records

The same fields, definitions and evidence classes across every market.

Version history

Dated research notes remain visible. Automated field history and conflict detection are future work.

Human decisions

Authority, material claims and disclosure scope require review.

Controlled access

Public research is accessible. Private customer workspaces and document permissions are future work.

Control and power are separate gates.

A named owner is not an available site. Record a specific parcel, a plausible bilateral route, current marketing checks, usable area, a planning route and customer demand. The power class records the maturity of a specific capacity claim. It does not establish acquisition readiness, contractual rights or transferable supply. Current records remain research or market intelligence until every gate is met.

Every power statement has a basis.

Observed means a dated quotation from a named public source. Derived means a calculation from observed inputs using an explicit rule. Unknown means the evidence is missing or does not establish the stated field. A plausible value is never used to close a gap.

The Ireland pilot extends the existing records. Other countries retain an unknown site-level power position until their evidence is reviewed. A source accessed today does not make its historical claim current.

Capacity ladder and class

Read applied, offered, accepted / contracted and energised MVA as four separate rungs. Every rung retains its claim date, site or phase boundary, source quotation and verification level. The class is derived from the highest rung supported at document seen or better. A conflicting claim remains visible with both sources and cannot silently replace another value.

A
Accepted / contracted or energised

A site-specific accepted, contracted or energised import-capacity rung is supported at document seen or better. Public evidence still does not prove the present contract, retained rights or transferability.

B
Offer evidenced

A site-specific import-capacity offer is supported at document seen or better. Acceptance, satisfaction of conditions and energisation remain separate questions.

C
Application evidenced

A site-specific import-capacity application is supported at document seen or better. An application establishes neither an offer nor capacity allocation.

D
No qualifying ladder evidence

No application, offer, accepted / contracted or energised import-capacity rung meets document seen or better. Proximity, a source count and marketing claims cannot raise the class.

IT load, facility load and import capacity are separate. MW is not converted to MVA without observed conversion inputs. A 200 MW IT campus claim and an 83.5 MVA application can describe different electrical boundaries or phases. They are retained as an unresolved scope comparison until documents establish the relationship.

What the verification levels require

LevelRequired evidence
Self-declaredA named developer, owner or other interested party states the claim. Repetition in press coverage does not independently confirm it.
Document seenA reviewed source document directly records the specific ladder event, amount and site or phase. A planning document that repeats an applicant’s power claim remains self-declared for that claim. Seeing a document is not proof of a current contractual right.
Independently corroboratedIndependent evidence confirms the same material claim, capacity boundary and event. Two articles relying on the same press release are one provenance chain.
Third-party confirmedA competent network operator or other authoritative party directly confirms the particular event and capacity. A register entry is assessed for the fact it actually records, without implying contract access or transfer rights.

Publisher quality and claim provenance are distinct. An official document can record a self-declared applicant statement. Publication date, event date and access date are stored separately. Where a date is not stated, it stays unknown.

Derived energisation window

The window is a scenario range, never a promised connection date. Start with the evidenced ladder event date plus the operator’s published time remaining from that same stage. Set the earliest bound to the latest of the supported process minimum, every required reinforcement’s earliest completion, grid-works planning availability and any dated policy prerequisites. Set the latest bound to the latest of the supported process maximum and those dependencies’ supported upper bounds.

All binding dependencies must be accounted for. Missing stage dates, an inapplicable process duration, unconfirmed reinforcement, pending planning or unmet policy conditions leave the affected bound open. A one-sided result is shown only when its assumptions are explicit. With no defensible bound, earliest and latest remain unknown. The model does not invent a two-year, five-year or other allowance for an unknown.

Each result displays the actual inputs, the rule, the dependencies that drive it and what would have to be true for the earliest case. An operator’s decision or application-processing duration is not treated as a construction or energisation duration. An observed historic energisation event is not a derived future delivery window.

Indicative HV and connection capex

Country reference rows retain voltage, configuration, currency, price base year, low and high values, unit, inclusions, exclusions, source and source date. Eligible categories include a shared substation bay, a new 110 kV or 132 kV substation, a 220 kV or 275 kV GIS substation, underground and overhead routes per kilometre, and a switching station. A reference is populated only from a published index or report that supports that category and price basis.

For a complete published scope, the indicative low and high totals are the sum of each observed quantity multiplied by the matching reference low and high rate. Every component and input is shown. Different currencies, price bases, configurations or scopes are not added without a sourced adjustment rule. Straight-line distance is not route length. No inflation, exchange rate, contingency or owner’s cost is assumed.

If the published scope or an eligible reference is missing, the complete connection capex band remains unknown. Partial benchmarks may be shown as context with their exclusions; they cannot be labelled a total site connection budget. Scope questions identify the information needed next.

Policy, alternatives and open questions

Behind-the-meter generation, battery storage, private wire and gas retain their own evidence and planning or policy status. Their ratings are never treated as site import capacity. Policy exposure states the operative rule, effective date, whether it applies to this connection and the observed condition that appears inconsistent. Uncertain applicability remains a question, rather than a finding of non-compliance.

Open questions are generated from the unknown fields, incomplete window inputs, missing capex scope and unresolved conflicts. They form the document request and specialist-check list for a Power Reality Check. None of the public research establishes contractual rights or a proven energisation date.

Country sources and refresh cadence

Country files record each source, what it can establish, its scheduled review frequency and the actual last check. A planned cadence is not evidence that an automated review ran. Check policy again before any paid assessment and whenever a new decision is published; check every site-critical source again when issuing an opinion.

CRU/2025236: Large Energy Users Connection Policy decisionCommission for Regulation of Utilities · Source checked

Connection policy for new data centre applications, including matching dispatchable generation or storage, additional renewable electricity and network location assessment. At least 80% of annual demand must be met by additional renewable electricity generated in the Republic of Ireland, with a six-year glide path from energisation. Requirements and transitional scope must be checked against the actual application date and connection position.

A policy requirement is not evidence that a particular site has complied or has connection rights. Onsite or proximate generation is permitted; onsite-only generation is not a universal requirement. Do not retrospectively apply the new application rules to an earlier agreement without checking transitional scope. No fixed publisher update cadence is stated; PowerPlotr proposes a weekly policy check.

Data Centre Connection Offer Process and Policy, Version 3EirGrid · Source checked

Implements CRU/2025236. For new transmission data centres at or above 10 MVA, nominated dispatchable generation or storage must match MIC after applicable de-rating and be delivered before energisation or demand ramp-up. Nominated generation is separately connected and metered and participates in the SEM. The stated offer-processing periods are approximately 7.5 calendar months where nominated generation and renewables already have offers, or up to 18 months where associated generation has newly applied through ECP-GSS.

These are conditional application-to-offer periods, not construction or energisation durations, and are excluded from energisation calculations. A complete application, linked generation status and fees matter. An offer is not an accepted agreement. Earlier applications can remain under CRU/21/124. Publisher updates are event-driven; proposed review is weekly.

Data Centre Technical AssessmentEirGrid · Source checked

Explains application-specific assessment of capacity, voltage, system stability, short-circuit effects and outages. Continuous demand above 50 MW is significant for the Irish 110 kV network and should focus on connection voltages above 110 kV. Dedicated loop-in connections are difficult to integrate and require wider system benefit.

General technical context cannot establish a connection point, headroom or capacity allocation for a particular site. Every proposal still requires operator assessment. Publisher cadence is event-driven; proposed review is monthly and after a related policy decision.

Data Centre Constrained Area OverviewEirGrid · Source checked

Pages 11 to 12 identify high-level potential on the 220 kV network around Galway, Limerick and Cork, subject to individual assessment and policy compliance. The overview considers greater Dublin fully constrained for new data centre development. It advises a prudent mid-2030s assumption for new connections in the identified areas because of work and outage programmes.

Regional opportunity is not site-specific capacity or a contractual right. Mid-2030s is qualitative operator context, not a bounded energisation window or a promised 2035 date. Earlier applications and agreements require their own transitional-policy check. Detailed heat maps are planned through the 2027 Ten Year Transmission Forecast Statement. No recurring publisher cadence is specified; proposed review is monthly.

CRU2026145: Grid Code Modification MPID 345 and Compliance and Derogation FrameworkCommission for Regulation of Utilities · Source checked

Approves fault ride-through, rate of change of frequency and active power recovery requirements for existing and future transmission-connected demand facilities. The technical requirements include remaining connected within the specified voltage profile, withstanding plus or minus 1 Hz/s and recovering 90% of pre-fault active power within 500 milliseconds after fault clearance and voltage recovery to 0.9 per unit. Compliance is assessed at the point of connection.

The associated Grid Code amendment takes effect on 27 October 2026. This is a separate technical requirement from the December 2025 connection policy. Site compliance, an approved derogation and any demand utilisation restriction need direct evidence. Missing public compliance evidence means unverified, not automatically non-compliant. Publisher updates are event-driven; proposed review is weekly.

The CRU directs EirGrid to amend the Grid Code five weeks after the 22 September 2026 decision. EirGrid's Grid Code Modifications register labels this approval effective 27 October 2026. The letter applies the technical requirements to all transmission-connected demand facilities.

The effective date does not itself prove compliance or an energisation entitlement at any site. Review the decision, current Grid Code and any approved derogation together. Publisher cadence is event-driven; proposed review is weekly through implementation.

Availability Capacity Heatmap and customer download, July 2026ESB Networks · Source checked

Indicates available transformer capacity for demand and generation at distribution substations. The download is labelled July 2026, but station capacity and demand contracts and offers are dated to Q4 2025, with 2024/2025 load readings. The publisher's stated objective is quarterly map updates. PowerPlotr proposes a monthly check for a replacement file and records the underlying data date separately from its label.

Transformer headroom is not guaranteed upstream network capacity, a connection offer, or site rights. HV locations are indicative. ESB's 6 to 9 month minor-works and approximately 2 to 3 year significant-station-work examples concern MV connections up to 10 MVA under stated conditions; they are not valid timing inputs for large transmission-connected pilots.

Distribution Network Development Plan and Demand Capacity Headroom Report 2025ESB Networks · Source checked

The DNDP identifies distribution investment and flexibility needs. Its Demand Capacity Headroom Report 2025 provides indicative headroom at existing 110 kV and 38 kV substations under four growth scenarios, with annual forecasts to 2030 and five-year intervals to 2050. The publisher says capacity workbooks update annually and network development plans every two years. Proposed PowerPlotr review is monthly.

Workbook headroom does not establish upstream feeder or transmission capacity, final site connections or rights. Future headroom can depend on planned reinforcement; verify the specific project's delivery and consent status. The checked landing page identifies and explains the workbooks; workbook cells have not been imported into the pilot.

This is the discovery and version-control entry for the earlier published development plan while the 2026 to 2035 draft is under CRU consultation.

A listed project is not evidence that it supplies a particular site, has all consents, or guarantees a delivery date. No reinforcement dependency has been assigned to a pilot merely from geographic proximity. The statutory development-plan cycle is two years; PowerPlotr proposes monthly checks for a new approved version or delivery update.

All-Island Resource Adequacy Assessment 2026 to 2035EirGrid and SONI · Source checked

The current adequacy publication assesses demand and generation over 2026 to 2035. It provides the successor resource-adequacy context to older Generation Capacity Statements, together with its main report, workbook, methodology and country assumptions. The main report's data-centre forecast considers projects already connected or with signed connection agreements at its study freeze date.

System adequacy is distinct from local connection headroom. The forecast is not a live site-level connection register and cannot establish a particular site's contracted or energised capacity. Publication and data-freeze dates differ. PowerPlotr proposes a monthly check for the next assessment, corrections or updated inputs; no fixed publication day is assumed.

Official search for appeals, direct strategic infrastructure applications and related cases, including grid works. The current authority is An Coimisiún Pleanála, formerly An Bord Pleanála. Search by case reference, location, applicant and infrastructure to match a site with grid planning decisions and conditions. Proposed review is weekly and whenever a relevant case changes.

A grid planning application, pre-application consultation or permission does not establish an executed connection agreement, import capacity, route rights or energisation. Check the actual decision documents and exact development boundary. A target decision date is not the decision. The portal has no guaranteed fixed case-update interval.

Connections reports and registersNational Energy System Operator (NESO) · Source checked

Official directory of connection registers and the Transmission Works Report. NESO states that its connection registers are published twice weekly. The works report identifies reinforcement schemes intended to facilitate connections.

Great Britain only. The TEC register concerns transmission entry capacity and must not be presented as a complete demand or data-centre import-capacity register. A listing does not establish a site's import agreement, conditions or energisation. Northern Ireland source coverage remains to be established.

Dated source library for Gate 2 Criteria, Connections Network Design and Project Designation methodologies, approved versions, consultations and subsequent correspondence. Use the applicable version and its Ofgem decision when checking a claim about reform gates.

A consultation, draft or submission to Ofgem is not proof of an effective rule. Direct transmission demand and distribution demand require separate scope checks. No individual site's Gate 2 allocation, accepted offer or delivery date has been checked in this source-registry stage. Energinet introduces a temporary pause in new connection agreementsEnerginet, official press release via Via Ritzau · Source checked

Historical operator notice paused new transmission connection agreements and lengthened screening and maturation processing. It explicitly excludes projects with an already concluded connection agreement. The initial period was three months or until an overview and additional measures were in place.

This was not a blanket cancellation of all Danish grid connections. Read with the May transition notice and October update below. It cannot establish the treatment of any particular site, DSO application or agreement. Seven days is PowerPlotr's target to check subsequent notices.

New model for larger connections and agreements after the temporary pauseEnerginet, official press release via Via Ritzau · Source checked

Operator notice says the initial pause ends after 3 June, with larger projects moving to pooled assessment using maturity, progress and network-friendly criteria. New agreements were not expected before autumn. Smaller and medium DSO customers could continue connecting in many places; larger DSO requests needed upstream clarification.

October's later notice gives the next stated allocation milestone. No site-specific capacity, execution date or energisation window is established. The general discussion of five to ten years for some very large connections is not a universal process duration and has not been adopted as a site-model input. Seven days is a review target.
